defined need, effect or constraint relating to land arising from a proposed activity, development, acquisition, designation or change

land requirement intended to continue without a defined end date

land requirement applying for a defined or determinable period

land requirement to create a right without acquiring the underlying ownership or possession

land requirement to vary, suspend, override, terminate or extinguish an existing right

land requirement that identifies land for protection, consultation or a possible future need without itself acquiring a right
