4.1 Purpose-led proportionality

Land referencing shall be planned and performed by reference to the defined requirement, the use to which the information will be put and the consequence of error or omission.

The extent and depth of work shall be sufficient for the intended purpose and shall not be reduced solely because a source or process is difficult to access. Equally, personal data, evidence and detail shall not be collected without a defined need.
