5.2 Object identification

Each land, requirement, right, party, evidence, relationship, inquiry, communication, finding and output record shall have a UID.

A UID shall:

be unique within a stated namespace;

remain unchanged throughout the life of the object;

not be reused for another object;

be independent of an object’s mutable name, address, status or classification; and

remain resolvable after the object is superseded or retired.

External identifiers shall be recorded separately from the UID and shall identify their issuing authority and identifier type.
