7.1 General

A land requirement shall be recorded before information is classified as affected for the purposes of a land referencing exercise.

A requirement shall describe what is needed from, done to, protected over or potentially affected in relation to land. It shall not be represented solely by a plan line without linked purpose, status and temporal information.

Land referencing shall be performed against the current approved version of the requirement.
